A muslim religious teacher checks if the 14 yr students are menstruating by 'feeling ' thier buttocks area , and if they happen to wear thin pads they are made to 'show' thier pads to her to confirm they are bleeding!! Of course the spiritual part is to those gals who excuse themselves from their 'wajib' prayers.
If this is not sexual harrassment then what is it ?

You didn't mention the gender of the religious teacher but even if it is a female this sort of behavior still constitutes invasion of privacy. It also reveals that the teacher doesn't respect the students and doesn't trust them either. I would hesitate to call such a teacher "religious."
Now if the teacher happens to be male... well, I think this is undoubtedly an excuse for him to feel up nubile young ladies using religion as an excuse. Parents need to speak to the principal and give that pervert a stern warning. If he persists, there is no choice but to get him sacked.
Sorry, after posting my comment I noticed you referred to the teacher as a "her." Even so, it's very crude behavior and the students have every right to protest.
